Scott McCellan was in charge of the Army of the Potomac for a while and simply refused to fight. He had delusions about the number of Confederates he faced and missed one opportunity after the next to win victories big and small. Lincoln was completely frustrated with him. One day, while walking in the War Department, an Army officer in a hurry almost ran Abraham Lincoln down. Noticing it was the President, he offered, “ a thousand pardons.”

The President replied, “One is enough sir. I wish the whole Army would charge like that!”
